* Barbara McQuiston, deputy chief technology officer for science and technology in the office of the undersecretary of defense for research and engineering, will serve as the U.S. representative to the board of directors of NATO's Defence Innovation Accelerator, its version of DARPA.

Satellite services provider SES Government Solutions appointed Jay Icard as senior vice president for strategic development. He was most recently chief executive officer at XTAR, a provider of X-band military satellite communications.

Sierra Nevada Corp. acquired the portfolio of assets and intellectual property related to the Voly-50 and Voly-T series of vertical take-off and landing unmanned aerial vehicles produced previously by Volansi, which filed for assignment for benefit of creditors--an alternative to bankruptcy--last July.

Sierra Nevada also acquired Volansi's production facility in Bend, Oregon, and retained key personnel.
