* Gen. James E. Rainey is now leading Army Futures Command, taking over from acting commanding general, Lt. Gen. James M. Richardson, who is retiring.

The Defense Department has established the Arctic Strategy and Global Resilience Office and named Iris A. Ferguson as the deputy assistant secretary of defense to lead the operation. Prior to her appointment, Ferguson was a senior advisor on Arctic and climate security issues for Air Force Futures and the Air Force deputy chief of staff for operations.

Some Navy news: Rear Adm. Jeffrey S. Spivey will be assigned as deputy commander, Military Sealift Command, Norfolk, Virginia.

Capt. Michael S. Richman, selected for promotion to rear admiral, will be assigned as deputy commander for cyber engineering at Naval Sea Systems Command, Washington, D.C.

And Capt. Andrew J. Schreiner, selected for promotion to rear admiral, will be assigned as deputy commander, Naval Special Warfare Command in San Diego.

Tim Cahill is the new executive vice president of Lockheed Martin's Missiles and Fire Control business. He succeeds Scott Greene, who will retire after more than 41 years at the company.
