* Space Force Maj. Gen. Philip A. Garrant--currently program executive for ground-based weapon systems at the Missile Defense Agency--is moving on to serve as deputy chief of space operations for strategy, plans, programs and requirements, in the office of the chief of space operations.

Air Force Maj. Gen. Donna D. Shipton has been appointed military deputy in the office of the assistant secretary of the Air Force for acquisition, technology and logistics. Shipton was deputy director at the National Reconnaissance Office and commander, Space Force Element, Chantilly, Virginia.

The Center for a New American Security named Jonathan Lord as a senior fellow and director of the Middle East Security Program.

Prior to joining CNAS, Lord served as a professional staff member for the House Armed Services Committee.

Serco Inc.--an engineering, and management services company--appointed Tom Watson as chief executive officer effective Sept. 1. Chairman and CEO Dave Dacquino will retire from his fulltime executive role but remain chair of the company's board of directors in North America.

Headquartered in Herndon, Virginia, Serco has some 9,000 employees and annual revenue of $1.6 billion.

SAIC named Hilary L. Hageman its executive vice president, general counsel and corporate secretary, replacing Steven G. Mahon, who is retiring in September. Hageman served at SAIC as a senior vice president and deputy general counsel until 2019, when she took a similar role...
