Having been in education in two states as a teacher, observer and parent for the better part of 40 years, I regret that Ned Cline's comment--"What's most regrettable in that the federal government has had to force local school boards to do what they should have been doing all along" (Capital, August)--is no true. In our state, money coming out of the legislature for education appears to go to the university system first, community colleges second, and what is left is doled out to the public schools. Why else would there be 25,000 of 85,000 teachers teaching in fields for which they were not trained? If the public knew an keenly as do educators how idiotic it is...
