Las telefónicas colombianas otean el futuro, y no les gusta.
Cuando Mario Rodriguez, un joven empleado bancario, vio hace unos meses "#124 París" en la pantalla de su teléfono móvil, pensó que el aparato se había dañado. Pero el críptico mensaje no era ningún error: era la invitación de Comcel proveedor colombiano de telefonía celular, a llamar a cualquier parte del mundo con una tarifa 150% menor que la de la competencia.
La compañía, controlada por Bell Canada, ofrece el económico servicio usando tecnología de protocolo de Internet (IP) y la misma red de conmutación que emplea para enviar mensajes electrónicos a todo el planeta. El arreglo soslaya las normativas y las cuotas de licencia y permite a los 700.000 suscriptores de Comcel hacer llamadas internacionales a precios módicos.
El nuevo servicio molesta a las compañías de larga distancia de Colombia. Dos firmas, Orbitel y la Empresa de Telecomunicaciones de Bogotá (ETB), pagaron al gobierno US$150 millones cada una el año pasado por los derechos de larga distancia. Comcel no ha pagado un centavo. Los dos nuevos proveedores, junto con la antigua telefónica estatal, Telecom, dicen que el nuevo servicio de Comcel amenaza con socavar todo el marco normativo.
Aunque los tres operadores oficiales reconocen que el servicio de Comcel aún no ha tenido un impacto significativo en sus negocios, afirman que las implicaciones son enormes: temen que una legión de operadores con base en la Internet arrase el mercado con tarifas económicas accesibles desde un teléfono normal.
