22. Habeas Corpus U.S. District Court Koos v. Holm, 204 F.Supp.2d 1099 (W.D.Tenn. 2002). A state prisoner petitioned for a writ of TRANSFER habeas corpus, challenging his transfer to a private out-of-state prison. The district court denied relief, finding that the state did not violate the prisoner's due process rights nor waive jurisdiction over him by transferring him. (West Tennessee Detention Facility) U.S. Appeals Court Lyons v. Mendez, 303 F.3d 285 (3rd Cir. 2002). A prisoner sought habeas corpus relief and the SENTENCE district court denied his petition. The appeals court reversed and remanded, finding that the imposition of additional, retrospective punishment on the prisoner was a violation of the ex post facto clause.
