The Department of Homeland Security on Dec. 3 published a proposed rule that would greatly favor H-1B visa applicants who have advanced degrees from American universities. H-1B visas allow foreign workers with specialized skills, often in high-tech disciplines, to work in the United States for a sponsoring employer for three years. Visa holders are eligible for one three-year extension.

DHS issues as many as 65,000 H-1B visas each year, with another 20,000 reserved for applicants who have earned master's degrees or Ph.D.s from U.S. institutions. Under the proposed rule, holders of advanced degrees would be placed in the initial batch of 65,000. The remaining 20,000 slots would be filled...
