La telefonica norteamericana de larga distancia MCI ha alzado su bandera en una disputa cada vez más fuerte con los reguladores mexicanos de telecomunicaciones.
MCI presiona a la Comisión Federal de Comunicaciones de Estados Unidos (FCC) para que deniegue la solicitud de Teléfonos de México (Telmex) de operar en Estados Unidos, como represalia por la competencia supuestamente desleal de parte de Telmex y la inacción de la Secretaría de Comunicaciones y Transporte de México.
En el núcleo de la disputa está la capacidad de las telefónicas norteamericanas de negociar tarifas justas para el tráfico telefónico transfronterizo, y si se permitirá al antiguo monopolio estatal Telmex imponerse a los nuevos competidores. Hay mucho en juego: MCI ya ha colocado US$900 millones para inversiones futuras retenidas; AT&T podría hacer lo mismo.
Para garantizar que se completen las llamadas telefónicas, las compañías rivales tienen que trabajar en equipo: cada una acepta conectar a través de su red llamadas originadas por otra telefónica. Los acuerdos tienen el propósito de asegurar un tránsito sin contratiempos, incluida la tasa de liquidación que usa la telefónica que completa la llamada para recibir un reembolso por sus servicios.
El año pasado, la FCC declaró que una de las razones por las que las llamadas internacionales eran tan caras es que las altas tasas de liquidación son artificiales. La reguladora norteamericana fijó una tasa de referencia de US$0,19 por minuto para las llamadas entre Estados Unidos y México. La tasa de liquidación actual es de US$0,395.
