HHS releases SBIR omnibus
for NIH, CDC, FDA and ACF
The U.S. Department of Health and Human
Services has released an omnibus solicitation for
Small Business Innovation Research (SBIR) Grants
through four of its agencies: the National Institutes
of Health, the Centers for Disease Control and
Prevention, the Food and Drug Administration and
the Administration for Children and Families.
The three-phase program is intended to identify,
develop and make available commercial innovations
established with federal funding, the department
said, in hopes of: stimulating technological innovation
in the private sector; strengthening the role of small
business in meeting federal research or research
and development (R/R&D) needs; increasing the
commercial application of federally supported research
results; fostering and encouraging participation
by socially and economically disadvantaged small
business concerns and women-owned business
concerns; and improving the return on investment
from federally funded research for national economic
and social benets.
The rst two programmatic phases are supported
using SBIR funds, according to the solicitation:
Phase I establishes the technical/scientic merit
and feasibility of the proposed R/R&D efforts, and
Phase II continues the R/R&D efforts initiated
in Phase I. In Phase III, small business pursues
outside funding to meet the commercial objectives
formed from R/R&D funded in Phases I and II.
Awards limits for the SBIR program are set by
statutory guidelines, HHS said, and include Phase
I awards with total funding of up to $150,000 and
Phase II awards of up to $1 million.
The deadlines for submission of applications are
Sept. 5, 2015; Jan. 5, 2016; and April 5, 2016.

Literacy and Engagement with Historical
Records Grants (NARA)
Scope: The National Archives and Records Administration’s
National Historical Publications and Records Commission
(NHPRC) seeks applications for FY2016 Literacy and
Engagement with Historical Records Grants to encourage
citizen engagement with historical records, especially those
available online and/or projects that train people on how to
enhance digital literacy skills for using historical records.
Deadline: Draft applications, Aug. 3, 2015; final
proposals, Oct. 8, 2015.
Funds: $500,000 total for up to six grants ranging from
$50,000 to $150,000. A cost share is required.
Eligibility: College and universities; nonprofit
organizations; and state, local and Native American
tribal governments.
Areas: NHPRC said it encourages projects that create
models and technologies that other institutions can
adopt without cost. Successful projects may: create and
develop programs to engage people in basic archival
processes, such as enlisting “citizen archivists” in projects
to accelerate digitization and online public access to
historical records; or develop digital archives training for
the public, such as increasing individual understanding of
technology operations and concepts so that people can
engage in effective personal digital archiving.

Humanities Initiatives at Community Colleges
(NEH)
Scope: The National Endowment for the Humanities
seeks applications for Humanities Initiatives at
Community Colleges to strengthen the teaching and
study of the humanities in subjects such as history,
philosophy and literature.
Deadline: Aug. 24, 2015.
Funds: Awards of up to $100,000 for project periods of
up to 36 months.
