With unemployment at historically low levels and recent college graduates earning six figures in high-tech jobs, it is becoming increasingly difficult for state and local governments to recruit qualified information technology (IT) employees. The Texas Comptroller's Office estimates that there are about 800 unfilled IT jobs in Texas state government at any time. Statistics also show that six of every 10 state IT workers left government for the private sector in the 1990s.
