Governments added 47,000 jobs in the second quarter of 1999, raising total government employment nationwide to 20,091,000. Over the past year, government employment was up in 43 states, and local governments created a quarter of a million new jobs, hiring extensively for education and general government functions. The increase was less than half of the previous quarter's increase, but it was still higher than in most of the past five years.
