Defense Secretary Donald H. Rumsfeld has created an office to establish policy in the area of command, control and communications and provide direction for Defense Department frequency spectrum issues. Steven Price was named deputy assistant secretary of defense (DASD) for spectrum and C3 policy, reporting to Assistant Secretary of Defense John P. Stenbit.

Sandra L. Pack is now assistant secretary of the Army for financial management and comptroller. Pack is the principal advisor to the Secretary of the Army for all comptroller functions, financial management activities and operations of the Army. She also has oversight of the Army-wide cost and economic analysis functions and activities, and supervision, direction and development of Army Independent Cost Estimates.

Rumsfeld also announced that the president has made the following nominations for appointment to the grade of major general in the U.S. Army:

* Army Reserve Brig. Gen. Donna F. Barbisch, currently serving as military assistant (individual mobilization augmentee) in the Office of the Assistant Secretary of the Army for Manpower and Reserve Affairs in Washington, D.C.

* Army Reserve Brig. Gen. Jamie S. Barkin, now commander of the 3d Medical Command in Decatur, Ga.
