Navy Rear Adm. Michael J. McCabe has been nominated to the rank of vice admiral and assignment as commander of the Third Fleet in San Diego. McCabe was director of the Air Warfare Division, N78, in the chief of naval operations' office.

Army National Guard Maj. Gen. H. Steven Blum has been promoted to the rank of lieutenant general and named chief of the National Guard Bureau. His previous assignment was as chief of Staff for the U.S. Northern Command, headquartered at Peterson Air Force Base, Colo.
