Just after Christmas, investors in Atlanta-based Covation LLC got some holiday cheer from North Carolina officials: a $600,000 grant--as long as the company spends $5.5 million to open a call center in Hickory and creates 913 jobs in two years. Another $600,000 in state money will be used to train workers, and Covation could get more than $4 million in tax breaks. That's not bad for a company that in early February still had no employees...
