Government Finance Officers Association is governed by an 18-member Executive Board, which consists of 15 at-large members, the current president, the past president, and the president-elect. At the association's annual meeting in May 2016, GFOA members voted for a slate of nominees for president-elect and new members-at-large, who are profiled here.

PATRICK MCCOY, president elect, identified his goals for the upcoming three years: 1) continue to develop best practices, advisories, and industry research; 2) explore ways of enhancing research capabilities; 3) make educational and technical resources more accessible through technology; 4) continue to increase membership and attendance at the annual conference; and 5) support efforts to work with other state and local organizations and be a strong advocate at the federal level.

As director of finance for the New York Metropolitan Transportation Authority, McCoy operates a complex capital markets borrowing program that provides reliable and low-cost funding for public infrastructure projects. He also directed a 2016 bond refunding that saved approximately $1.5 billion. Over his tenure with the organization, the MTA has received GFOA's Certificate of Achievement for Excellence in Financial Reporting 12 times.

McCoy is a guest lecturer at the New York Municipal Bond Club bond school and a corporate member of the Westchester Health Care Corporation board of directors. In 2011, McCoy testified before the New York State Diversity Committee on the importance of working with minority- and women-owned firms in public finance activities. In 2009, he testified before the U.S. Ways and Means Committee on behalf of GFOA regarding Build America Bonds.

CATHERINE J. BRUBACHER is interested in addressing the approaching wave of retirement by attracting new finance professionals, including young people, to the finance profession and to GFOA membership. She also wants to help bring U.S. and Canadian members together to share new, improved, and more efficient ways of operating local government.

As treasurer for the City of Brantford (within the Corporate Services Department), Brubacher is responsible for the general management of the division, including accounting, tax, budget, treasury, finance, purchasing, and utility customer services.
