One tool for measuring a state in relation to others is an "Innovation Index."

Oregon is noted for its "creativity and innovation," says Representative Tobias Read. To measure this, the state has a scorecard that monitors trend data and compares the state both nationally and to states with which it typically competes for technology-based development. The index describes activities that range from university licensing income (payments from firms for the use of university technology) to the number of scientists and engineers in the workforce.

Several other states also have adopted innovation indexes. Maine's Legislature established an Office of Innovation in 2004 within the Department of Economic and Community Development. The office's 2008 innovation index tracks 25 indicators measuring Maine's economic capacity and progress toward competing in an innovation-driven economy.
