In 1994 and 1999, President Clinton passed executive orders mandating substantial increases in energy efficiency and conservation measures at federal facilities. The mandates called for a 35 percent reduction in energy use from 1985 levels and a 30 percent reduction in 1990 greenhouse gas levels by 2010. As a result of this mandate, several federal facilities have implemented geothermal heating and cooling with great success. A geothermal system operates via a system of coils that transfers liquid between the ground and a building. In the winter, the ground heats the liquid and releases that heat into the building.
