G. Response to Requests for Records
1. Form of Request
Public entities cannot require requests for records to be in written form. Nevertheless, it is good practice to make these requests in writing, and many entities have suggested forms for requests. Written requests can help clarify exactly what is being requested. The public entity cannot require the requestor to give a reason for making a request, but voluntarily explaining the reason for a request may help the entity identify the appropriate records. The request should cite the Sunshine Law or Chapter 610, RSMo, and it should request a written explanation if all or a portion of the request is denied. Because it is difficult to know how much a request will cost, a requester should ask for an up-front estimate of the total charges.
