The Federal Trade Commission (FTC) has finalized a proposed settlement with Twitter to resolve charges that Twitter deceived consumers and put their privacy at risk by failing to safeguard their personal information.

The FTC filed a complaint that on two separate occasions in 2009, Internet hackers gained control of Twitter. The takeover enabled the hackers to send out fraudulent Tweets from users' accounts and to access private user information.
