ABOUT THE AUTHORS

Rita Bolt Barker

Rita Bolt Barker has broad environmental experience helping clients navigate the wide range of laws that protect our natural resources. She is a trusted, reliable partner for businesses, governmental entities, and individuals who need a steady guide through the ins and outs of environmental compliance and litigation.

She advises clients on assessing environmental risks and incentives associated with corporate transactions, including mergers, acquisitions, and real estate deals. In the real estate context, Rita has experience securing and enforcing conservation easements and redeveloping brownfield properties through South Carolina's Voluntary Cleanup Contract program.

Rita delivers results for clients who need assistance in investigating and responding to permitting challenges, as well as in responding to requests for information and enforcement actions before administrative agencies, including the United States Environmental Protection Agency and the South Carolina Department of Health and Environmental Control.

Rita graduated from Clemson University and Harvard Law School. She is a Fellow in the American College of Environmental Lawyers, is recognized by Chambers USA, and serves on Council for the American Bar Association Section of the Environment, Energy, and Resources.

Brett D. Budlong

Brett D. Budlong is a partner in the Charleston office of Graybill, Lansche & Vinzani, LLC. Brett's practice focuses primarily on commercial real estate development and financing transactions.

In this role, Brett regularly advises developers, investors, lenders, buyers and sellers with regard to financing, land use and development, planned unit developments (PUD's), construction, real estate title insurance, easements, and all aspects of structuring commercial loans, CMBS, and business transactions. Brett has a robust commercial leasing practice, working with national and regional developers in the leasing of office, retail, mixed use, and triple net properties throughout the United States, as well as utilizing his vast landlord leasing experience to assist tenants in their own lease negotiations.

Brett often serves as Georgia and South Carolina local counsel to out-of-state lenders, borrowers, and sellers and regularly provides legal opinions and guidance with respect to such transactions.

In addition to a focus on traditional real estate advisory, Brett regularly advises and assists his private equity and investor clients in complex negotiations of joint venture agreements and other development and asset management arrangements.

Brett has achieved the LEED Green Associate designation from the U.S. Green Building Council and has presented at numerous continuing education seminars on various real estate topics.

Teri K. Callen

Teri K. Callen is VP-Director of Strategic Operations for Chicago Title Insurance Company-South Carolina. She is also an Adjunct Professor at the University of South Carolina School of Law, teaching Real Estate Transactions II since 2012.
