In 2010, Justice Research and Policy was fortunate to have distinguished researchers
agree to serve as guest editors in their area of expertise. Their goal was to gather
related articles together in the hope that many lights shining on common ground
would serve to illuminate it. We are extremely grateful to have had the opportunity
to learn from them and greatly appreciate all the hard work they so willingly and
capably performed.
Bill Bales, Associate Professor at Florida State University’s College of Criminol-
ogy and Criminal Justice, and Rick Kern, Director of the Virginia Sentencing
Commission, worked together to produce JRP’s Special Issue on Sentencing and
Correc
tions in the States (Vol. 12, No. 1, 2010). This issue contained articles by
leading researchers that examine sentencing and incarceration practices across the
United States, with a focus on state issues and practices.
A National Overview
offered strategies for reducing the correctional population across the country as
a whole. State Focus articles provided in-depth looks at corrections policies and
practices in Florida, Pennsylvania, New York, Texas, and California. A f‌inal Com-
mentary discussed the issues highlighted by these articles and offered insights into
present and future U.S. sentencing and corrections practices. The Bureau of Jus-
tice Statistics sponsored a Joint Seminar on Sentencing and Corrections in the
