Basic Bio: Mr. Mulligan was born in New Brunswick, New Jersey, in 1942. He attended Rutgers Preparatory School. He received a B.S. in economics from Villanova University in 1965, and a J.D. from Rutgers Law School in 1968. Mr. Mulligan has been licensed in Wyoming since 1980 and licensed in the state of New Jersey since 1968. He is married to Brenda and together they have seven children, ranging in age from 50 to six-year-old twins.

I have been practicing law for 50 years. I have worked in private practice my entire career, since my initial admission to the New Jersey Bar in 1968. I have enjoyed being in private practice and I have appreciated the several different partners I have worked with over the years.

While working in private practice, I have also had the opportunity to serve my local communities in appointed and elected positions. I served as an appointed prosecuting attorney in Middlesex County, N.J., for example. I also served as the Mayor of New Brunswick, N.J. Giving back through service has been very rewarding.

The practice of law has changed quite a bit over the past 50 years. On the positive side, for example, the judicial format for scheduling trials and hearings has become more rigid. But it is for the best because it alleviates procrastination and moves cases forward to trial or other resolution more quickly.
