Basic Bio:

Theodore "Torey" Racines grew up in eastern Pennsylvania where he developed the love for the outdoors that would eventually lead him to Wyoming. Torey earned his J.D. from Villanova University School of Law in 1991. Before moving to Wyoming in 2002, he had been Senior Chief Deputy District Attorney in Lehigh County, Pennsylvania. Torey then served as Deputy County and Prosecuting Attorney for Sublette and Albany Counties from 2002 to 2006. In two stints between 2006 and 2020, he worked for the Wyoming Attorney General, including service as the Deputy of the Tort Litigation Division and the School Finance Litigation Division, and as the Supervisor of the Criminal Appeals Section. Torey also served as Legislative Counsel for the Wyoming Legislative Service Office from 2016 to 2019. He is a 2020 graduate of Leadership Wyoming. He is now the Executive Director of the Wyoming Local Government Liability Pool (LGLP). Torey lives in Cheyenne with his wife Kristi and two kids.

Before you went to law school, what did you do?

I went straight from college to law school, so let's see—I was an English major and a mediocre Division III cross country and track athlete. I worked in the college's dining hall and spent my summers living in a tent and employed as a field sports instructor at a camp in the Pocono Mountains.

What inspired you to become a lawyer?

Inspire is such a strong word. I blame my mom, who had me during her second year of law school and claims to have only missed one day of class... fortunately I was born on a Friday.

A few years into practice, what's the most important thing you learned?

A few years into practice the most important item is don't be a jerk. A few decades into practice I have learned that I will never know everything about the law.and neither does anyone else. But with diligence, anyone can excel in any case or area of the law.

When you're not lawyering, what would you most like to be doing?

Anything outside, preferably with the family—hunting, fishing, hiking, cross country skiing, trail...
