Frauenshuh no shoo-in for Edina project site.

The city of Edina and Frauenshuh probably won't get the band back together anytime soon for another shot at a redevelopment project that has long bedeviled the city.

The city passed Thursday on a new general concept for the redevelopment of the city's former public works site at 5146 Eden Ave., eight months after city ended a preliminary development agreement with Frauenshuh.

The developer presented a somewhat downsized idea for the 3.3-acre "Grandview" site that would have involved shrinking a proposed apartment tower from 17 stories to 10 to 12, and would designate the tower as a senior cooperative, Community Development Director Cary Teague told the city's Housing and Redevelopment Authority on Thursday morning. The plan could have also included medical office space, townhouses and space for a public facility such as a community center or a fire station.

Dean Dovolis, a principal with project architect DJR Architecture, said the latest concept refines earlier ideas the city and Frauenshuh discussed.

"The major ideas were well-received," he said during the meeting. "What's really evolving are the uses."

The city-owned redevelopment site has been the subject of about a half-dozen potential projects over the past decade. The city moved its public works department into a new facility at 7450 Metro Blvd.in 2010 and later demolished the buildings on the old site. The property is in the southwest quadrant of Vernon Avenue South and Highway 100.

Frauenshuh presented a concept in early 2018 for the site that included a 17-story apartment tower. That plan was eventually rejected by the city due to the height of the tower.
