* On the eve of his forced resignation in November, former Secretary of the Navy Richard Spencer questioned the utility of a 30-year shipbuilding plan for the sea service.

"The force structure assessment worked really well when the technology velocity curve was fairly flat," Spencer told reporters at the Halifax International Security Forum. However, such an assessment may no longer be useful in a world where technology changes rapidly, he said.
