Rear Adm. Douglas Small, commander of Naval Information Warfare Systems Command, was asked during a Center for Strategic and International Studies briefing about the prospects of flat budgets derailing his efforts to deliver on the service's contribution to joint all-domain command and control (JADC2)--known in the Navy as Project Overmatch.
