* In reference to Defense Insider, February 2010, "Shift to Fixed-Price Contracts: Smart Reform or Recipe For Disaster," I applaud the administration's plan to "rein in the cost of weapons systems." As is the case in all government contracts, a detailed statement of work (SOW) is a prerequisite prior to entering contract transactions.

If history is ignored, as Jacques Gansler states, then industry must bear much of the blame. They have the experience and longevity in the defense business and understand fully the concept of a detailed SOW, yet, the significance of the process is either ignored or not forthcoming in terms of specificity.

Why would Brett Lambert state that there is confusion about how the Pentagon will implement fixed-price contracts? The Federal Acquisition Regulation (FAR)...
