Robert Schwab did a great job in covering the facts concerning the impending fiscal crisis that Colorado is headed for ("Owens shows a responsive side," January) unless changes are made to both the revenue limitations under the Taxpayer Bill of Rights (TABOR) and the constitutionally mandated spending requirements for K-12 education under Amendment 23. While one limits tax revenues, the other simultaneously requires greater spending regardless of whether the revenues are there...
