Canada, it appears, isn't immune from U.S.-style imbroglios over inadequate financial controls and forced firings of CEOs involved in alleged expense problems.

In December, CEO Tom Parkinson of Hydro One, a taxpayer-funded utility in Ontario, resigned abruptly amid what news accounts described as "lingering accusations of expense-account irregularities." These included allegations of improperly charging more than $45,000 in expenses to his secretary's corporate credit card.

And there was a bigger issue: several days before he stepped down, Ontario Auditor-General Jim McCarter's annual report found $127 million in Hydro One corporate card charges that were approved without proper documentation.
