A unanimous Supreme Court, through Justice WILLIAM J. BRENNAN, upheld the constitutionality of oil import licensing fees imposed under the Trade Expansion Act (1962) and the Trade Act (1974). Under those statutes the President was authorized to "adjust" imports of commodities if the importation was in such quantities or under such conditions as to threaten national security.
