FINAL RULES
AIR
EPA lowered the level of the primary annua l ne particulate
matter standard a nd nalized other key aspects related to t he
particulate mat ter NAAQS. 89 FR 16202 (3/6/24).
EPA nalized multiple actions to reduce air pollution emis-
sions from the crude oil and natura l gas source categor y. 89
FR 16820 (3/8/24).
EPA revised its Risk Mana gement Program under the CA A,
including several cha nges and amplic ations to the accident
prevention program requirements, enhancements to the
emergency preparedness requirements, a nd improvements to
the public availability of chemic al hazard information. 89 FR

TOXIC SUBSTANCES
EPA issued a rule under TSCA to address t he unreasonable
risk of injury to health presented by chr ysotile asbestos based
on the risks posed by cert ain conditions of use. 89 FR 21970
(3/28/24).
WATER
EPA nalized facility response plan requirements for worst-
case discha rges of CWA hazardous substa nces for onshore
non-transportation-related facilities that cou ld reasonably
be expected to cause subst antial harm to the environment
by discharging a C WA hazardous substance into or on the
navigable waters, adjoining shorelines, or exclusive ec onomic

WILDLIFE
FWS designated approximately 1,160,625 acres in 13 Florida
counties as critical h abitat for the Florida bonneted bat under
the ESA. 89 FR 16624 (3/7/24).
FWS designated critica l habitat for 12 endangered species on
the island of Hawai’ i under the ESA. 89 FR 17902 (3/12/24).
PROPOSED RULE
WILDLIFE
FWS proposed to list the bushy whitlow-wort as an end an-
gered species under the ESA, a nd to designate approximately
41.96 acres in Jim Hogg County, Texas, as critical habitat for
the species. 89 FR 19526 (3/19/24).
NOTICE
NATURAL RESOURCES
EPA adopted two categorical exclusions from DOE under
NEPA for drop-o, collection, and transfer faci lities for recy-
clable materials and for inst allation or relocation of machin-
ery and equipment. 89 FR 20470 (3/22/24).
