The year was 1972, and GFR had a suitably groovy cover. Back then, the magazine was called Governmental Finance, and GFOA was still the Municipal Finance Officers Association. What were we talking about, back in the day? Nothing much different from what we talk about today, it turns out. There were features on users' fees for municipalities ("accident or tradition seem most often to determine municipal fees") and a model special assessment law ("financing techniques used to build American cities can be re-employed to rebuild them").
