Officials in Fairfax County, Virginia, are looking into the possibility of incorporating as a city. Although status as a city would burden Fairfax with new fiscal responsibilities such as building and maintaining roads, it also would allow the country to raise local taxes on cigarettes, meals, movie tickets, and motel rooms.
