Each year, as part of TEI's Social Responsibility Institute, the EMEA Chapter presents a scholarship to a worthy student in the graduate tax program at Leiden University in the Netherlands. This year's graduation ceremony for students receiving the Advanced LL.M. degree in International Tax Law from the International Tax Center-Leiden took place on August 25, 2011 in the Academy Building of Leiden University. The program, under the direction of Professor Kees van Raad, entails 12 months of intensive study of international tax law, including researching and writing a substantial paper on an international tax law topic under the supervision of one of the program's distinguished faculty members.

Graduation was an all-day affair. Beginning with individual diploma ceremonies, the program included a Graduation Lecture and awards presentation, and concluded with a reception and a graduation dinner. The individual diploma ceremonies took place in the Senaatskamer of the historic Academy Building, a former convent located along a main canal in the center of historic Leiden. The 43 graduates of the Class of 2011, the newly arrived students of the Class of 2012, distinguished faculty members and international tax specialists, proud family members, and guests then took their places in the Great Hall for the Graduation Lecture and awards presentations. Following opening remarks by Professor Kees van Raad, the 2011 Graduation Lecture was delivered by Professor Frank Engelen on the topic "Collision of State Aid and Fundamental Freedoms in Direct Taxation."
