Orinda Mayor Steve Glazer won the special election run-off for the 7th Senate District against current Assemblywoman Susan Bonilla, and was sworn into office last month. The special election came after former Sen. Mark DeSaulnier won his congressional race and vacated the senate seat. The election was highly contested, with more than $7 million spent by special interests in the two-month runoff between the two Democrats.

Glazer is a moderate Democrat, and his victory is consistent with the trend in the November elections of the more moderate candidate winning in same-party run-offs.

The 7th Senate District encompasses Livermore Valley, along with most of Central and Eastern Contra Costa County. It was also the last vacancy in California. With Glazer's victory, the party make-up of the Legislature stands at 26 Democrats and 14 Republicans in the Senate, and 52 Democrats and 28 Republicans in the Assembly.

State Capitol Almost Halfway Through Session

Time is flying here in Sacramento, as the first half of the 2015-16 legislative session is only a few months away from coming to a close. There are still roughly 2,400 measures moving through the Legislative process to meet the last deadlines to be considered by the governor for signature into law. The legislature will also take its summer recess beginning on July 17, which means legislators will head back to their respective districts until the legislature reconvenes Aug. 17.

Once the Legislature resumes in August, it will have until Aug. 28 to pass the remainder of the bills moving through the fiscal committees to the floor of the second houses to take the final vote on these measures. CalCPA continues to vigilantly monitor all legislation and is ready to take action if necessary, as this is when last-minute amendments and deals start to be made in the legislature.

CBA Acts on National Enforcement Guidelines

At its May meeting, the CBA reviewed a set of national enforcement guidelines developed by the National Association of State Boards of Accountancy. The guidelines cover various areas of enforcement including timeframes, resources, case management, disciplinary guidelines and internet disclosure.

The CBA reviewed the guidelines, which establish a benchmark for enforcement in all jurisdictions, and deemed that they meet California's enforcement guidelines.
