NOTE:
A "common steel policy" about "monitor-
ing of the market" was announced on December 23, 1976, on
pages 3-5 of the
part
of the
Offici.al
Journal of the
European
Communities
that
reports
information
and
notices. The policy
included permanent statistical analyses of steel supply and
demand; adoption of "negative positions" toward investment
projects where excess capacity was foreseen; discussions with
the steel
industry
about foreseeable developments in capacity,
"with a view to coordinating investment intentions"; use of
the Commission's loan policy to facilitate joint investment
in heavy production
plant;
encouragement of "such moves
towards rationalization as would achieve a
better
balance of
supply with demand"; and certain measures to cope with
economic crises. Much of the
part
of this statement
that
per-
tained to crises is reproduced in the first document
that
fol-
lows this note.
On the following day, the
Journal
specified categories of
steel products
for
which commitments by individual firms to
limit deliveries would be sought by the Commission. The
second document reproduced below consists of excerpts from
this statement.
In
May 1977 an issue of the
part
of the
Journal
that
re-
ports
legislation consisted entirely of measures
that
the Com-
mission had undertaken in April and
Mayas
applications of
its crisis policy. These documents
are
reproduced below in
full. Added to them is a supplementary document published
on
July
22, 1977.
