NORTH TOPSAIL BEACH -- A town alderman says it will cost about $35 million to repair beaches damaged by Hurricane Isabel and other storms. The town would pay about $8 million, John Flynn says, with state and federal taxpayers picking up the rest.

CLARKTON -- Frontier Spinning Mills of Sanford, which bought plants here and in Cedartown, Ga., from Henderson-based Harriet & Henderson Yarns, is closing the one here, cutting about 250 jobs. Harriet & Henderson, which was liquidating assets in late 2003, closed another local plant last spring.

KINSTON -- Leigh Harvey McNairy, 55, a Democrat who ran unsuccessfully for Congress two years ago, has been named state military affairs liaison by Lt. Gov. Beverly Perdue. She will work with Congress and military authorities to preserve military bases in North Carolina. The move comes amid fears that North Carolina will lose bases when expected cut-backs are made in 2005. The military contributes about $9 billion a year to the Tar Heel economy.

BOLIVIA -- Brunswick County will spend about $8 million to build a county jail and sheriff's office. Completion is expected in late 2004.
