One way of increasing the use of attack submarines--that Adm. Frank Bowman does nor favor--is assigning dual crews in order to keep the vessels at sea more. The Navy employs two sets of crews, one for each six-month deployment, on its ballistic-missile submarines, and it has been considering doing the same thing with its attack subs.

But the idea doesn't appear to be practical, Bowman said.
