Just got your driver's license and you're ready to roll? Not so fast.

In North Carolina, teenagers can't drive after 9 p.m. for the first six months after they get their license. In California, teens can't drive with other teenagers in the car for the first six months.

Such rules already exist in 24 states, and 15 more are considering them. The reason: sharply rising traffic deaths of 16-year-old drivers over the past two decades.

Safety officials call these new restrictions "training-wheel" laws. Hmmm.
