Dominium, Pulte plan mix of housing in New Brighton.

Pulte Homes of Minnesota and Plymouth-based Dominium are moving forward on a development that could bring more than 400 new homes, including affordable options, to a city-owned redevelopment site in New Brighton.

The proposed Midtown Village calls for a 204-unit senior apartment building, a 154-unit "family" apartment building, and 53 townhome units on a 13-acre site at 581 Old Highway 8. The site is just south of Interstate 694 and west of I-35W.

The city selected Dominium and Pulte to redevelop the site after putting out a request for proposals. Dominium would develop the apartments and Pulte would do the townhomes.

The project, which is in the environmental review phase, could begin as soon as August.

Midtown Village offers a range of "affordable rentals for families and seniors, and owner-occupied homes for singles, couples and young families," according to an environmental assessment worksheet.

New Brighton's updated comprehensive plan "identifies the need for more housing at all stages of life." The redevelopment site has "largely been viewed over the years as a logical place to address community housing needs," the city said.

"We proposed the exact type of housing their research indicated they needed," Paul Heuer, director of land planning and entitlement for Pulte Homes of Minnesota, said Tuesday in an interview.

Devon Quist, development associate with Dominium, believes the development will "transform the neighborhood."

"You don't often get such high-quality development sites so close to retail within a first-ring suburb. This really can be designed in a way that creates value across the area for decades to come," Quist said in an email.

Quist said financing is "still pending." The development team is looking at low-income housing tax credits, tax-exempt bonds, and tax increment financing. The city has been a big help "navigating the nuances to the development and with arranging the financing," he said.

"Pulte, the city, and Dominium really agree that there is a multifaceted need for housing options in this area of New Brighton. There is a lot of single-family housing within close proximity to the site, but less affordable rentals and for-sale townhomes at similar price points," Quist said.

Prices for the owner-occupied townhomes would start in the high $200,000s and range in size from 1,800 to 2,400 square feet, according to the environmental assessment worksheet.
