Within mainstream public policy and public administra-

tion studies, the terms “global public policy”and “trans-

national administration”are atypical. However, as the

consequences of globalization raise questions around

global governance, the significance of global public policy

and transnational administration becomes paramount.

Wicked global issues, from international terrorism to envi-

ronmental protection and climate change, now require

policy cooperation and administration across borders and

between traditional state and non-state actors. In this

light, new concepts and frameworks are needed to ana-

lyze the legitimacy and effectiveness of policy making

and how it is administered in this “beyond the
