Dialoguing for democracy.

In accordance with a resolution approved by the General Assembly of the OAS in Asuncion, Paraguay, in June 1990, the Secretary General, Joao Clemente Baena Soares, established The Unit for The Promotion of Democracy. The purpose of this innovative program is to provide a support system for democratic development to OAS member countries requesting assistance in strengthening their political institutions and procedures.

The Unit has been continuously evolving since the Asuncion resolution. Not only has it coordinated observation missions to member states, but it has also cooperated with governments and institutions in organizing seminars and training programs in the area of democratic development.
