The OAS should be granted authority to monitor any and all Western Hemisphere elections that it determines need such monitoring Member governments should create a permanent fund for OAS electoral monitoring.

It is best to anticipate a crisis situation (or engage it as early as possible), and work to prevent a violation of the constitutional order, rather than having to react once a violation occurs. This will require the establishment of a high-quality monitoring facility within the OAS that would analyze and report on the condition of democratic governance in member states on a regular basis.
