audit functions for DOD and provides
accounting and f‌i nancial advisory
services to all Defense components
responsible for procurement and
contract administration. These services
are provided in connection with
the negotiation, administration, and
settlement of contracts and subcontracts
to ensure taxpayer dollars are spent on
fair and reasonable contract prices. They
include evaluating the acceptability of
costs claimed or proposed by contractors
and reviewing the eff‌i ciency and
economy of contractor operations. Other
Government agencies may request the
DCAA’s services under appropriate
arrangements.
DCAA manages its operations through
f‌i ve regional off‌i ces responsible for
approximately 104 f‌i eld audit off‌i ces
throughout the United States and
overseas. Each region is responsible
for the contract auditing function in

The Defense Contract Management
Agency (DCMA) was established by the
Deputy Secretary of Defense in 2000
and is under the authority, direction, and
control of the Under Secretary of Defense
(Acquisition, Technology, and Logistics).
DCMA is responsible for DOD contract
management in support of the military
departments, other DOD components,
the National Aeronautics and Space
Administration, other designated Federal
and State agencies, foreign governments,
and international organizations, as
appropriate.

The Defense Finance and Accounting
Service (DFAS) was established in
1991 under the authority, direction,
and control of the Under Secretary of
Defense (Comptroller)/Chief Financial
Off‌i cer to strengthen and reduce costs
of f‌i nancial management and operations
within DOD. DFAS is responsible for all
payments to servicemembers, employees,
vendors, and contractors. It provides
business intelligence and f‌i nance
and accounting information to DOD
decisionmakers. DFAS is also responsible
for preparing annual f‌i nancial statements
and the consolidation, standardization,
and modernization of f‌i nance and
accounting requirements, functions,
processes, operations, and systems for
DOD.
