This issue of the Albany Law Review is dedicated to the memory of the Honorable Thomas M. Whalen III. Honorable Whalen was a 1955 graduate of Manhattan College and a 1958 graduate of Albany Law School of Union University.

The Honorable Whalen had a distinguished career in both private practice as an attorney with the Albany law firm, Cooper, Erving & Savage and in the public arena. In addition to serving as an Albanny City Court Judge and President of Albany Common Council, Mr. Whalen was the Mayor of the City of Albany for ten years, during which time Albany was designated an All-American City.
