This issue of Constitutional Commentary is dedicated to the men and women who lost, and in some cases sacrificed, their lives in the attacks on the United States of September 11, 2001, and to those who have defended the nation in the days, weeks, and months subsequent to those attacks.

It is appropriate that this issue focus on constitutional questions of war, peace, national security, government power, and private liberty--constitutional questions of the first order of importance, and constitutional questions framed in important ways by the famous case of Youngstown Sheet & Tube Co. v. Sawyer, decided fifty years ago, in the early summer of 1952.
