IN THIS ISSUE OF CONSERVATION MATTERS, we explore a critical step toward curbing global warming--energy efficiency. Many energy efficiency opportunities remain untapped, yet they often are our most cost-effective means of reducing greenhouse gas emissions. Here in New England, the Conservation Law Foundation is promoting reforms that will give a major new push to energy efficiency. Given the right pricing and policy signals, utilities, consumers, building operators and others can make a real difference.
