D. Conduct of Closed Meeting
The discussion in the closed meeting must be limited solely to the topic or topics that justified the closed session. Section 610.022.3, RSMo 2016. Counsel for the public entity should be cautious that discussions do not drift from proper closed topics to topics that should otherwise be in open session.
