In the article "Out of Classroom Experiences" by Jan Goehring in the September 2004 State Legislatures magazine, Florida Representative Rene Garcia was credited with passing legislation to establish drug-free zones around public parks and libraries. In fact, I was the prime sponsor of the legislation (House Bill 57, Drug Abuse Prevention and Control) that passed in 2003.

While Representative Garcia did sponsor similar legislation in 2002 that did not pass the Legislature, your writer...
