Court Decides Guam Governor's Race.

Carl Gutierrez, Guam's Democratic incumbent, will be the U.S. territory's governor, according to a Supreme Court ruling in January.

The issue facing the governor was whether a federal law requires a runoff election when candidates do not receive an absolute majority of ballots cast in all races.

Gutierrez won the November election by about 3,000 votes over his opponent, former Governor Joseph Ada. But Ada sued. The lawsuit pointed out that a little more than 1,300 voters had cast ballots in other races, but had not voted for a gubernatorial candidate. Ada's suit said those votes had...
